STATE AID

The legislature shall appropriate funds to supply free school books and other materials of instruction prescribed by the Louisiana Board of Elementary and Secondary Education (BESE) to the children of Louisiana at the elementary and secondary school level.

The legislature shall appropriate funds sufficient to ensure a minimum foundation program of education in all public and elementary and secondary schools.

Schools will operate within teacher allotments (based on equalization distribution) except in cases where a complete program, such as kindergarten, would have to be eliminated if the allotment were not exceeded.
