CONTRACTING FOR SERVICES

 

 

In the procurement of services involving labor, such as for electricians, pest control, third-party maintenance, etc., the Assumption Parish School Board shall require a written contract be executed for any arrangement entered into by the School Board for such services.  For the procurement of professional services, such as architectural or engineering services, accountants, doctors, medical personnel, insurance consultants, special tutoring services, while the School Board is not required to bid for such services, it may negotiate a contract for services to maintain an open and competitive atmosphere.  Legal services shall be secured utilizing the provisions of La. Rev. Stat. Ann. §§42:261-264.

 

In instances of utilizing federal funding for professional services, competitive process such as Request for Proposal (RFP) shall be sought.  If a vendor is selected to provide services in excess of $1,000 per year, then a written contract shall be executed that specifies the vendor’s name, address, federal identification number, description of the services, and the term of the contract before the services can be performed.  All such contracts with a payment between $1,000 and $20,000 shall require the signature of the Director of Business Services or the Superintendent.  All contracts over $20,000 require prior School Board approval.

 

Proper controls shall be implemented and maintained in order to monitor contracts to ensure the services are necessary and that contracting out the service is the most cost-effective manner for accomplishing its objectives.  In addition:
